Information exchange spontaneously

Information is exchanged spontaneously if the sending country suspects that the available information may be of interest to another country. In this context, spontaneity means that no order has been made beforehand. Since the sending country always takes the initiative, the automatic exchange of information has been handled very differently from country to country until now.
